For an improvised attack, Meji's energy rain seems fairly well focused. Everything behind Ian may well be wiped out, and I suspect the temperature through the cavern is going to rise dramatically; but the rest of the city and any survivors not in the immediate Zone of DEATH will probably survive.

Until Ian fires back, and he and Meji REALLY get into it. At that point we could be looking at a total wipeout...
