He actually had sort of the opposite. Superboy had "tactile telekinesis"; basically, it was regular TK, but he could only use it on things he was touching. Flex Mentallo, conversely, literally has muscle-powered telekinesis - that is, his muscles are so powerful that they can exert force on stuff he's not actually touching. He can do all sorts of stupid reality-warping tricks by flexing hard enough (hence his moniker). His whole gimmick is that it really is his muscles rather than his brain that have TK (as opposed to him being a regular psychic with a weird hangup).
