It works fine in Iceweasel 2.0.0.6, Konqueror 3.5.7, and Epiphany 0.5.1 in Debian Sid compiled for AMD64.

My IE 6.0.2900.xxxx does that just fine.
Say, do you have any popup blockers installed? Mayhaps one of them is reading the 'change in page status' as a sort of popup and is causing the page to leap like that.
