CS Lewis said something similar. I believe he was talking about preferring robber baron capitalists over socialist type reformers. He figured the robber baron would occasionally have an attack of conscious about his misdeeds and work to mitigate them while the reformer would be utterly convinced of the rightness of his cause and thus be oblivious to the problems he created.

Terry Pratchett had one too, from Men at Arms. Something along the lines of "If you're ever staring down the wrong end of the sword, pray the man holding it is an evil one. Because an evil man will waste time taunting you in order to make himself feel superior, but a good man will kill you without a word."

Similar idea, but not the situation I was thinking of. (And I'd actually read that one recently enough to remember it was Pratchett.)
