Wow, maybe thinking this to be actually true might be a really bad thing. But it prevents you from feeling sorry for something you can't do sh*t about.
Yes we could prevent sudden infant deaths if we knew the exact cause beforehand. But if we don't we can't help it but accept death. Life is a fatal condition after all.
If Naga can be described as being a psychopath (literally in the psychological way) she might actually be on to something. Psychopaths usually have a spectrum of psychological anomalies that results in being rational or logical rather then emotional or social biased in their thoughts and actions.
Also in retrospect it explains a lot about her.

You could smother baby Hitler with time travel... OR you could just let history play out the way it's supposed to and let mankind learn a valuable lesson about not supporting deranged sociopaths who think human rights only apply to certain people.
If Naga is right and the number of sudden infant deaths = the number of future tyrants killed by time travelers that just goes to show how effective such a policy would be in the long run. Hope they're getting frequent flier miles for all their trouble. :p

Out loud, I merely suggested that a silhouette of a fez might be an example of such an allusion.Continuation as a background to P4 in an illustrative mode, maybe gothic line work in a different color. Imply that a time traveler is about to murder an infant without actually showing the kill, bonus points if it features a recognizable allusion to a famous time traveler.

My go to answer for the baby Hitler question has always been "Ignore baby Hitler, instead go find or manufacture black mail material on every politician that will be involved with the Treaty of Versailles.(it's 1889ish, you have plenty of time) Lean on them to lighten the terms placed on Germany, preventing the widespread German resentment of foreign meddling that the national socialists used to push their movement in the early days. Also get a bunch of really nice, likable Jewish people to buy young Hitler's paintings just to be on the safe side." With modern photo-manipulation technology (and ignorance thereof in the peoples of the past), "manufacturing" blackmail material can be quite literal. Nobody needs to have actually ever worn their mother's wedding dress; who's going to believe they didn't when presented with irrefutable, conclusive and completely non-fakable photographic proof that they did?
Hell, maybe throw a bit of gaslighting in there and convince the target themselves that they actually did it and have merely repressed it, and their terrible shameful secret they can't even admit to themselves will be revealed to the world if they don't cooperate.

As for the Baby Hitler dilemma, perhaps the reason there has been no Time Travelers killing him is due to the Time Line where he lives is not the worst outcome. Still bad, but what could have happened instead... and thus, impressionable Time Travelers are taught that killing Hitler is generally a bad thing for the Time Line, because Would Be Tyrant X would make things so much worse.
