OK, I'm pretty sure I've found the issue with the chapter downloads - a "feature" in our cart software. Someone else brought this up and they basically ignored him. So, the store is back online. If you have any problems, I'll be here; complain to the thread or PM me.

I've successfully bought and downloaded chapter 39 a few minutes ago. No shipping cost.
I still cannot download chapter 38 I bought yesterday though.

If you bought stuff before, we'll have to issue you a store credit so that you can re-order, as the original orders are permanently borked. There should be no problem re-ordering, though.
